The most reliable return is arithmetic presented with no assumptions attached. A budget table appears, every figure is calculable, and no aspect on justification can be met because nothing states where the numbers came from. Second is the variance reported rather than explained, where a difference gets labeled unfavorable and the cause is never separated from volume. Third is a capital request costed at the sticker price, which ignores what running the thing for a year takes. Work also comes back NOT COMPETENT for savings that shift spending elsewhere without saying so, for treating every line as variable, and for recommendations no manager could act on next month. Check whether the variance section separates what the department controlled from what merely happened to it, since that split is where the aspects concentrate. An unsourced figure presented as fact cannot, and an evaluator picks up the difference quickly.

How do I justify a position or a purchase?

Tie it to work that already exists and to money it saves or protects. Say what the volume is now, where it is heading, what happens if nothing changes, and what the full annual cost of the fix comes to once training and maintenance are counted.
