How do I write for the audience the task names instead of for myself?

Start from what that reader already knows and what you want them to do when they finish. Cut every sentence that only explains the assignment to your evaluator. Match the level of detail to the recipient, put the ask early, and let the supporting reasoning follow it rather than delay it. A sample shows where those moves sit on the page.

My recommendation came back as unsupported. What was missing?

Almost always the why. You named a choice and moved on, so the aspect asking for justification had nothing to score. Write the alternative you rejected, the reason you rejected it, and the assumption you are relying on, then say what would change your mind. Does a development plan need evidence, or is reflection enough?
