What D250 is really about
Governmental and Nonprofit Accounting prepares students to analyze and record transactions for governmental and nonprofit entities, prepare financial statements under Governmental Accounting Standards Board standards and communicate the results. Topics include governmental, proprietary and fiduciary funds, modified accrual and full accrual bases, budgetary accounting with encumbrances, revenue and expenditure recognition, capital assets and long-term debt, government-wide statements and reconciliations, and nonprofit reporting of net assets with and without donor restrictions.
The exam tests whether students can switch between two worlds. In governmental funds, the measurement focus is current financial resources, so buying a fire truck is an expenditure, not an asset; in the government-wide statements, the same truck is a capital asset depreciated over its life. Many items ask which fund a transaction belongs in, when a property tax is recognized as revenue or how an encumbrance is recorded and closed. Nonprofit items ask how a pledge with a donor restriction is reported. Working one city's transactions through both the fund statements and the government-wide statements is the best preparation, because it forces the reconciliation the exam likes to test.
What D250’s tasks ask for
D250 is currently assessed through an objective exam on fund types and their bases of accounting, budgetary entries, revenue and expenditure recognition, government-wide reporting and reconciliation, and nonprofit financial statements.
Why D250 tasks come back for revision
The most frequent errors come from applying business accounting inside governmental funds, for example recording depreciation or long-term debt in the general fund. Students also misclassify activities that belong in enterprise or internal service funds, and forget that encumbrances are budgetary, not expenditures. On the nonprofit side, releasing donor-restricted net assets at the wrong time is common. A single chart showing each fund type, its measurement focus and its basis of accounting prevents much of this.
