What D401 is really about

Yes, wherever the data allow it. Comparing two settings by raw case counts is misleading when their populations differ, and a rate makes the comparison fair.

How many data gaps should D401 identify?

Follow your task instructions. For each gap, say what data would fill it and which question about the outbreak it would answer.

Can a D401 control measure be judged partly effective?

Yes. Many measures slow spread without stopping it. Explain what the timing of new cases suggests and why the measure could not reach every route of transmission.
